Lecture: "Shock-Resistant Authoritarianism: Schoolteachers and Infrastructural State Capacity in Putin’s Russia"

I use the case of the 2012 presidential election in Russia to reveal a new “infrastructural” mechanism of authoritarian resilience. This mechanism complements the currently dominant explanation of authoritarian resilience focused on material redistribution. I argue that public sector organizations may significantly increase the ability of an autocrat to implement political decisions on the ground. This mechanism can partially explain Vladimir Putin’s strong performance in the 2012 election, during which schoolteachers—who frequently served as members of precinct-level electoral commissions—engaged in agitation and electoral fraud. I find that if the factors contributing to the pressure on teachers were eliminated, Vladimir Putin might not have won the election in the first round.…

Lecture by Sheena Greitens, "From Refugee to Citizen: the Journeys of North Korean Defectors and Refugees"

Most North Korean refugees and defectors live in South Korea. In the past decade, however, a growing number have sought to move beyond the Korean peninsula, resettling instead in North America, Europe, and other locations around the world. This presentation examines the factors that have contributed to the emergence of this new, global North Korean diaspora, arguing that contestation over conceptions of citizenship at both the level of the individual and the level of government policy have shaped the migration and resettlement of North Korean defectors and refugees. These changes in resettlement patterns, in turn, have significant implications not only for the human security of individuals and families from North Korea, but for global policy toward the DPRK.…

This paper seeks to understand the American Dream in more political and less economic terms. The political American Dream presents a more collective understanding of the American Dream that prioritizes the principles of the Declaration of Independence: freedom, equality, and union. Such a political understanding can be found in the writings of Abraham Lincoln, Martin Luther King, Jr., and Barack Obama; they believed that the principles of the Declaration have the power to bring together Americans, particularly American racial minorities and immigrants. This paper contends that a political understanding of the American Dream can better unite Americans and contribute to contemporary debates about immigration policy.…
